Rev. R.M. Manly
Superintendent of Education VA
Richmond, Virginia

Dear Sir
I have just returned from Richmond while there I called at Head Quarters and you were not in and as I could not find time to call again I write this letter in reference to the collection or non-collecting of the (10) ten cents per week. Mrs. B. has recently, received a letter from the Commissioner urging the necessity of collecting the same.
By reference to the "Report" of this month that the amount collected during the month was three dollars and seventy five cents ($3.75). This is a small amount compared with the number attending school.
I wish to get your suggestions in regard to what course to take in the matter. Lieut. Kimball and myself have had several meetings during this term having this matter in view
