urging the importance of sustaining the school on their (the Freedmen's) part at least to the extent of the ten (10) cents per week.
A very limited number, and those most able, pay their full tuition regularly, others as much as they can. They say while others little or nothing.
A desire to discharge my full duty prompts me to seek your advice and counsel. 
The suggestion has been made by the Commission at the opening of the year to admit none but those who pay their full tuition.
This will have a tendency to injure the prospects of the school by shutting out. I fear a large proportion from their alleged, not to say real, inability to pay much towards the support of the school.
Yet I shall in all respects abide the wishes and decisions of those whose servant I am
