Dr Sir,

William P Brown, writes me from Old Church P.O. that in persuance of a request from me he has been endeavoring to secure an acre of land upon which to erect a school building; but that he has only been able to rent an acre for a period of five years, for which he pays $5.00 per year. He proposes to erect a building upon this site, as a schoolhouse and to do the most of the work himself, provided he can have aid from the Bureau. At the expiration of the term the building will belong to the freedmen. There will probably be an average attendance of fifty pupils. Brown will be the teacher. Please inform me at your early convenience whether, under these circumstances, you could make an appropriation of from $50. to $75. when the body of the building is up.
