Head Quarters 2nd Educational Sub Dist.
Dist. of Va. Petersburg, Va. January 27th 1869

O.H.Bidwell.Esq.
Poplar Mount P.C. Va.

Sir:-
I am directed by Major Ewing to acknowledge the receipt of your letter of the 25th inst. and to direct you to see that the two schools that you mention are opened at once. When they are in operation, you will report the fact to him, and he will insure you ten dollars ($10 00/100) each per month, and more if positively necessary. His object is, however, to do as much good as possible with the means at his command. Ten Dollars per month is the usual amount paid to small schools of from 20 to 40 scholars. Major Ewing will be pleased to hear from you further on this subject.

Respectfully Yours,
M.V. Bailey.
Clerk

P.S. Major Ewing directs me to say that as soon as he hears that the schools are in operation he will visit you, and inspect them in person.
M.V.B.
