The Matter has the endorsements of the member of the late Convention which met in Richmond to frame the Constitution, which recommendation  I enclosed. 

The majority of the people, if not the entire mass, are perfectly satisfied with the arrangements and simply ask, if the Government intends to disregard the interest and wishes of The Freedmen, as to allow them to have no voice in a matter so important to their interest, and future welfare.

If it is so necessary I can give you more information concerning this matter, but hoping this will suffice and that you will reply at your earliest convenience.  I ascribe myself.
