R. M. Manly
Supt. Education, Richmond, Va.

Thy favor of 28th. has been very acceptably received. J. W Cromwell has instructions to expedite the work at Clover and this assurance of aid from the Bureau will be very encouraging.

Please be kind enough to read the unmarked portions of the enclosed letter and return it here advising whether the Bureau cannot extend aid in such a case. It does not seem right that this teacher S. C. Martin shd this appropriate her salary, upon which she depends, for the purpose mentioned. She is a good teacher and the school has been and is a very successful one.
