Portsmouth Va July 9th 1869 Rev. R. M. Manly Dear sir, Your letter of the 5th of July is received. I am happy to think at this late day that Portsmouth is remembered by some friends. I have read your letter, in company with the others I received from New York, one of which is a copy of a letter from Gen. Howard, to you, authorizing you to expend $1500 in Portsmouth toward erecting a good school building for Miss Bartlett's school. I have also read the letter to the leading men of P. and we have concluded to go to work immediately, and make arrangement to secure a suitable lot on which to build the house. We will call a meeting of all the people of Ports. to arrange the matter. It is one of the best
