Dear Sir

You to whom the Freedman looks as the guardian of his intellectual growth, as well as the protection of those whom you recognize as agents in aiding to carry out the ends arrived at by the Department of which you are the head in this state -

Must the object of the government be abandoned, and we left at the 
mercy of a set of miscreants who are trying to incite the people here, to deeds of murder and incendiary?

I will give you the name of Stuart Thomas as one of the prime movers, who for several days has been in the saddle for the purpose of finding accomplices to help resist the benevolent arm of the government, which, aids in the education of the ex-slave of the South -

They must be taught here, that it is a governmental institution - a living fact - all who in any way impede or resist by intimidation or otherwise will be summarily dealt with -

We await your counsel. Believing an example made of one or more of them will result in the good of the community at large Would not be surprised at any moment to hear
