Dear Sir,

Yours of July 20. is received & the Committee think the propositions of the city very promising They have decided to send 6 northern teachers & to commission 2 southern ones, whom you may select. Will you have the kindness to explain to us about the rental money? We have never seen the way to draw any in Richmond as the Bakery is Bureau property, & the Normal School-house built by it. But if we are entitled to rental money we should be very glad to know it, & how much, & how to make application. We know the Soldiers' Memorial Soc. draw it on all
