many cases unable to get their wages out of the whites- the Magistrate leaning to the whites all the time when important cases come to my ear I invoke the aid of the Military Commissioner- Gen: D.B. McKibbin who is always prompt in rendering justice but his duties do not permit him to interfere except where justice is not awarded, but the Magistrates so fix it that delay is caused from some pretext or other and the poor man gets time losing his time or spending good money to recover bad-
