Dear sir

The enclosed bill I paid for the benefit of William White, a negro; who, by a severe injury to his foot, had been disabled from earning a living for several months past, and was thereby, left with a large family in a starving condition.

As my very limited income has been somewhat cramped by compliance with similar calls of charity.  I thought I would send the bill to you, to see if there is any appropriation in the Bureau that could meet this object; and thereby, reimburse myself
