Rev. R.S. Manly
State Supt of Education

Dr. Sir

The public sentiment and actions of our citizens are as chaneable as the climate that visits our shores.

The appropriation question has been before the Councils for three months past, & is not fully decided yet. Last evening the Common - C - held to their former action, which places the schools upon too long a time, & without sufficient money to carry them one month - according to their rates of division & apportionment.
