Sir - I have just received a letter from Mr. Webb, in which he states that you informed him that I had not sent to you reports for October, November, and December last. 
I beg to inform you that the omission was not owing to negligence on my part. I came here for the first time in October last, and did not know until informed by you, last month, that a Report of the schools was to be sent to you. You kindly sent me some blanks, which I could not wholly fill up without the aid of the Teachers - not being possessed of the information required.
