Rev. R. M. Manly,
Supt. Education.
Richmond Va

My Dear Sir;

I shall visit Fredericksburg early next week and inquire carefully into the charges against the Assist. Teacher, Mr. Philip Pendleton - The Principal. Miss S. A. Hatch, at F. has our confidence and esteem, and I strongly surmise that these charges have had their origin in a clique connected with the Colonial Baptist Church, at that place, who have manifested some hostility to the school.

Pendleton is a young freedman of considerable ability, who I found at F. and whom I thought proper to encourage by giving him an under-position in the school, at small pay. Nevertheless, if there is the least evidence of guilt, he shall be removed.

Very Respectively Yours
Oscar M. Waring
