Bureau Refugees Freedmen and Abandoned Lands Office Asst Supt Southampton Co Va Jerusalem oct 1st 1866 Capt Wm P. Austin Supt 1st Dist Va Norfolk Va Captain, In compliance with Circular No. 23 dated Head Quarters Assistant Commissioner State of Va. Richmond Va July 18th 1866, I have the honor to report that made a thorough inspection of my Sub-District consisting of the county of Southampton Va. for the purpose of ascertaining the locations where it is practicable and desirable to establish Schools & report the following locations and answers to the questions required by the said Circular No 23 :- 1st Probable number of pupils for day schools Answer - Eighty. 2. What suitable buildings or rooms are available &c. Answer there are none in my Sub-District. The answer to the 2nd question answers the 3rd & 4th questions. In answer to the 5th question, I will state that the Freedmen are building a school House and church about three and a half
