State of Virginia Richmond Va Sir I have the honor to make the following report in answer to Circular No 23 C.S. Hd Qrs Asst Comr of Virginia. I think it practicable to establish two (2) Schools for colored children in Mecklenburg County as follows. 1st A School at Clarksville where about one hundred and fifty (150) scholars can be obtained. The colored people of Clarksville desire a teacher from the North. They (they colored people) will pay a teachers board, pay rent of school room, furnish fuel, and purchase books at cost. Names of responsible colored men interested in schools for colored children at Clarksville.
