school house in permanent location & the people could soon sustain them. The most possible plan seems to me is to first get the land either by donation or purchase. Then let the people build, and the Q. M. Dept furnish nails, such & 9 logs. This would cost the Govt much less than to furnish money as they could buy at wholesale prices. I would have the title at once in the name of the freedmen in trust, and make them know and feel the importance of sustaining them. The freedmen are all willing as they say to "fling in and build the house" but they have no money to make the necessary purchases.

The freedmen lack stability, they need some one to be constantly stiring them up. After the crops are divided most of them will have some means & I think will be able to sustain a six months school.

Mr. Murphy is a very energetic man and would no doubt be willing to take charge of this and surrounding counties under the Government.
