In compliance with Circular No 23 C.S. I have the honor to make the following report in relation to Powhatan County. There are several places where schools are wanted and needed, but there are no buildings to be had. Land would have to be purchased and houses built and then protected. There is but one school in the county so far as I could learn, and is quite small, several efforts have been made to break it up. There has been no person of influence in that county to stand up for schools like there has been in this (Amelia) county. Dr Cheatham took ground from the start that "these people being free must be educated."  Though it rendered him very unpopular for a time, good men now admit the fact. If a respectable cold man could be sent to that county to go round and preach or exhort and look out for locations I think it would be for the best plan as the important part is to make them permanent- I have asked for a meeting of the most influential & responsible cold persons to meet me Monday next to see what can be done about this & other matters.
