In accordance with Circular No 23 Head Quarters Asst Commissioner State of Va dated Richmond July 18th 1866 I have the honor to submit the following in reply to the questions therein propounded.

I would respectfully suggest that a school be established at Wicksford the county seat of Greensville County Va that being the most accessable point in the county where a suitable building can be obtained rent free and requiring little or no repairs.

A teacher will be required whose board will be paid by the Freedmen who will also furnish the school room with the necessary furniture, fuel and lights.

There are no government buildings in this county.
