In accordance with Circular No 23 Hd. Qrs Com. State of Virginia - dated Richmond Va July 18th 1866 - in reference to Freedmens schools - I have the honor to make the following Report for the County of Surry -

I would suggest the propriety of establishing two schools in the County - the one in the southern part of the it near the Blackwater River - the other in the eastern end of it near Bacons Castle.

From fifty to seventy pupils would attend the former school. No suitable buildings are available and a school house will have to be built in size say Twenty-five by thirty feet and one story in height, built of logs $400. would be likely to cover the expense of land purchased and building, as several Freedmen would aid in
