In compliance with Circular No 23 C.S. from Hd Qurs Asst Comr of Va, I have the honor to submit the following report on the practicability of establishing Schools in this County 

1st Locality Elam Church 4 miles from Wilsons Landing
Q 1st Probable number of pupils for day School
A (60) Sixty
Q 2d What Suitable buildings or rooms are available for Schoolrooms
A Elam Church can be had free of rent, for use as a Schoolhouse. The Church belongs to the colored people & they will fit the church up with the necessary fixtures for School room.
Q 6th Will a teacher from abroad be required &c
A They require a teacher from abroad. The only place board, for such could be procured is at Samuel Browns, a colored man, Presiding Elder of Elam Church who lives but a short distance from it he is a very respectable man  & has some education, he was free before the late Rebellion, he could not inform me what would be the price of board per month.
