I have the honor to forward herewith Report in compliance with Circular No 23 C.S. Head Quarters Asst. Comr. State of Virginia. Before answering the interogatories therein contained, I would respectfully ask to make a few statements. 
Warwick County is a narrow strip of land situated along the James River, on an average about seven miles wide and about twenty eight to thirty miles long. The settlements of the Freedmen are distributed along the whole county. The intervals between such settlements are comparatively thinly settled by the Freedmen, at least so much so, that in my opinion we cannot establish any schools but at three places so as to take on the greater number of pupils, these three schools are not enough to accommodate all the children of the county, for in the more sparsely inhabited localities, there would
