Their being favorably inclined towards the establishment of schools, amounts I think only to this that they will not throw any obstacle in the way of establishing the Schools.  Board can be obtained convenient to schools at about ($12) Labor dollars pr month colored teachers preferred by the freed people, In the Sub Dist comprising the counties of Roanoke Craig and Floyd, I would recommend the establishment of three schools One at Catawba Roanoke Co Va, a log building can be obtained 20 feet by 15 private property, Freedmen will pay rent make repairs teachers can be boarded half mile from school house, at ($12) twelve dollars pr month, Freedmen will pay for Books, Furnish Lights & Fuel, are unable to pay Teacher or defray expense of Teacher coming from abroad, none of the freed people are qualified to teach, Samuel Custer has spoken favorable of the establishing of schools. The state of public sentiment is unfavorable to schools for freed people.
