Board could be had at (25$) twenty five dollars pr month, school house would cost ($1100) eleven hundred dollars at this place.
In Russell County there are three points at which schools might be established Viz. Mem. Garden, Lebanon and Bickleys Mill
public sentiment is unfavorable to schools for freedmen throughout this entire county, houses could be rented at high prices colored teachers would be preferred by freedmen who could get board with freedmen at about (12$) twelve dollaars pr month, freedment are unable to do more than furnish fuel and lights -
In the counties of Geo Scott and Wise there are not freedment enough to warrant the establishment of schools, in the county of Buchanan I am informed there are but six families of colored persons, In the sub dist comprising the counties of Wythe, Carroll and Grayson, I would recommend the establishment of two schools in addition to the one already established at Wytheville, at the gap of Crocketts [[?]] some fifty or sixty pupils could be obtained no suitable,
