In compliance with instruction received from Head Quarters 9th District Dept of the Potomac, dated Sept 10th 1866, I have the honor to make the following report required by Circular No 23 Bureau R.F. & A.L. Hd. Qrs. Asst. Comr. State of Va. Richmond, Va. July 18. 1866, which authorizes are inspection to be made for the purpose of ascertaining the locations where it is practicable, and desirable to establish schools. 
I have visited the following localities in this Sub. District namely Burgville, Millwood, and White Port, Clarke Co. Va, Middletown, Newtown, and Whitehall Frederick Co. Va, and report detail as follows,
Berryville, Carke Co. Va, 
1st Probable No. of pupils for day school 75 to 100. 
2d There is a room available for Schoolroom, if the proprietor, Mr Richmond, a resident of the place, does not sell the building. Ha has given me, as agent of the Bureau, the refusal of it. The size of the room is about 20 x 35, and is of course private property. 
3d The rent of the room will be $60 per annum
4th The room, if rented, will have to be repaired some
