for freedmen is very good, and becoming more favorable everyday - 
11t  I would respectfully suggest that in order to encourage the Freedmen in this locality as much as possible, that they be assisted in procuring the 
Lease of the lot above referred to, and also in building the schoolhouses, as I am satisfied that in the course of a year or so, the Freedman will be able to reimburse the parties that assist them, and after being once started will be able to take the entire control and management of the school upon themselves -

Millwood, Clarke Co. Va. 
1st. Probable no. of pupils for day school 50 to 75 -
2d. There is a building available for a schoolroom
about 20 x 30. It is public property, and under the
charge of Trustees, one of whom I saw, who thought it
might be borrowed for a school for Freedmen, but they
were not able to put it in repair; also said that he
would let me know whether it could be had or not
but has not up to this date.
3d. Will probably charge about $60 per annum for the use
of it, deducting the cost of repairs.
4t. It will need a new Roof, new Doors, and some new 
Windows; Will have to be heated by a stove. It will cost
about $150 to $175 to heat it in condition -
5th. The freedmen have a pleasant site for a church
just out of town, on the road between Milman and White Post, which they offer the use of to build a house upon in
