2nd  There are the Govt Buildings the houses used by the Paymaster and Superintendent of the late Armory at this place, also a Church held by the colored people but unfit for use owing to the want of needful repairs
3rd  Rent free until disposed of by the Govt
4  Govt houses in pretty good order facilities for heating good The Church above mentioned needs Floor, Windows, & Seats, will cost probably $800
5  The new buildings are needed; if the Church is repaired
6  Teachers from abroad will be required, Board can be relied on in a pleasant location adjacent to the schoolhouse at $22 per month
7  Nothing can be done, The colored people are too poor and their white friends are no better off
8  The Paymasters house is now used for a Freedmens School, but as it is cut up into small rooms it is not convenient If it is altered the partitions must be taken out and then it will still lack the necessary conveniences for a school These alterations will suit the house for dwelling purposes and will be money thrown away. By taking the Church lately belonging to the Episcopalians and which is now held by the colored people on an order from the War Dept, and expending about $800 for repairs it will serve a double purpose and can be used both for a school and as a place of worship, and be not for a day but for all time It is a substantial stone edifice located on a Government lot, and if repaired will serve for a good purpose many a day Attention is called to letters of Capt D J Young M.S.K. Ordn. and Mr Brackett Supt Freedmens Schools herewith.
