General

I have the honor to report in compliance with Circular No 5. War Dept. Bureau R.F. & A.L. Washington February 20th. 1867, that I have visited a majority of the Schools in this Division, and find them well attended, and a great desire on the part of the Freedmen both old and young to learn. In some instances quite young children know how to read in the advanced readers".
The teachers have been impressed with the necessity of reporting promptly on the Blanks furnished by the General superintendent of Schools for this Bureau.
The system of teaching, and the improvement from the same, is such that I could suggest no improvements.
If schools were established in the town of Chuckatuck and Smithfield, I think it would be of advantage to the Freedmen, there being no schools at those places, I have no doubt but what they would be well attended.
