Sir:
In obedience to Cir. No. 5 dated W. Dp't. B.R.F. & A.L. Washington Feb. 20 1867. I have visited the schools in the Sub. Dist of orange and Louisa Co's Va and have found them in excellent condition. I have not been able to find any points in these counties where a sufficient number of scholars can be got together to call for another school beyond those already in operation. Many freedmen are learning in families. -
