In compliance with Circular No. 5 War Dept. Bureau R.F. & A.L dated Feby 20th, 1867 and Circular Letter from Hd Qrs Supt. 5th Dist. of Va. dated April 5th 1867 I have the honor to report, that there are no schools in this county. 

A school has been established in Elizabeth City county at Newport News just across the line from this county, which is largely supplied with pupils from this county. The freedpeople of the lower portion of the county are, it is believed, sufficiently accommodated by this school. 

In the upper portion of the county, there are no school accommodations whatever, and the freedpeople evince considerable anxiety to have a school in their midst.
