commencement they would pay what little they were able towards the teachers salary.  I think they will do this, and I have no doubt that the "Court House disct" school, can be made entirely self sustaining within a year.

The appropriation of one hundred dollars, made by the Bureau in Jan 7 last for the Erection of a School house in this County, has not yet been touched. I propose to use it for a building in either the "New Point" or "East River" disct. if the freedpeople can comply with the provisions laid down by Mr. R.M. Manly Supt. of Education in his letter of instructions to Lt. Chandler giving the preference to the District which will do the most for itself.

For Gloucester Co., I have not yet been able to get information sufficient to make a report -
