In compliance with Cir No 5. War Dept. Bureau &c Feby 20, 67 reports the Counties of Northumberland. and Lancaster, Va. are destitute of Schools for the education of Freedmen. Land free of cost can be obtained to erect buildings on. No of scholars in the two counties would be about two hundred & fifty (250). No opposition to the establishment of such schools would be offered by white citizens - who are generally favorably disposed towards the education of Freedmen.
