General

In compliance with the provision of Cir No "O", dated War Dept. Bur. Refugees Freedmen & A.L. Washington Feb. 20th" 1867, I have the honor to report, that the Counties of Northumberland & Lancaster Va are destitute of schools for the education of Freedmen.
  
The number of Scholars in the two Counties would be about five hundred, who could attend day schools, for the Improvement of Adults & the older children, Night schools would be of more service than any other method.  Land, free of cost can be obtained for the erection of the necessary buildings.  No opposition to the establishment of such schools would be offered by the White Citizens, who are generally favorably disposed towards the
