Assistant Sub-Assistant Commissioners and Agents of this Bureau will hereafter make a careful [[underline]]Personal[[/underline]] inspection of all Freedmen's Schools within their respective Divisions, at least once in two months, and make a special report of the condition of each School. This inspection and report will not only cover the Schools supported by the benevolent societies of the North, but will include [[underline]]All[[/underline]] private or independent Schools for Freedmen whether taught by Freedmen or white persons.
