Asst. Comr. 3rd Sub. Dist, Va, Lieut.: In compliance with instructions contained in Circular No. 17, dated Bureau R.F. and A.L. Head Quarters Asst. Com'r. Dist. of Va., Richmond Va., Dec. 20th, 1867, I have the honor to make the following report. The arduous duties of this Office during the past two months has deprived me from giving as thorough an inspection of Freedmens Schools in this Division as would have been made under more favorable circumstances. I find all schools that are supported by Benevolent Societies of the north and Bureau in good condition. A number of the private schools have been obliged to close because of the inability of parents
