General:

In compliance with Cir. No. 17, from H'd Qrs. A Comr. of Va of date Dec. 20th 1867 I have the honor to state that I have made a personal inspection of the schools in this Div'n embracing the counties of Orange and Louisa. The schools supported in part by the benevolent societies of the North area being conducted upon the most approved principles and are meeting with entire success. I can offer no suggestion for their improvement. There are no other schools at present in operation. In some families though not many servants are being taught to read, and occasionally colored children who have been to school are teaching other colored persons
