General:

Enclosed please find School Report for the month of February 1868, and Teachers report for January 1868. There is little to be said in relation to school matters except that the poverty of the lower classes and the financial embarrassments of the property holders render any efforts in the direction of an improved state of things almost hopeless for the present.

In Fluvanna Co. the people are doing better for the education of youth of white parentage, there being a few small schools for this class, but there are no schools for colored children in that County, and but one in Goochland and one small one for whites. I know of no remedy for this state of things but to wait for better days.

The charity of the northern people may accomplish something. I have visited the "Henson Institute" at Winsville, in Fluvanna Co. this week & will forward my report concerning it, as respected, early next week.
