Bureau R. F. and A. Lands Head Qrs. 4th Dir. 7th Sub. Dist. Va Liberty Nov 2nd 1868 Bvt. Brig General O. Brown Ast. Comr. Dist of Virginia General- I have the honor in compliance with Circular No. 17 dated Head Quarters Asst. Comr. Dist. of Va. Dec. 20 1867. to make the following Report. The School at Liberty is under the charge of F. R. Forrest. The School at Emeus is in charge of Jas E Lazenby. That at Fincastle is in charge of Mark R. Lloyd. That at Buchanan in the same County is taught by Robert Burton. All the above mentioned schools commenced their winter Session on the first Monday in October. I have visited them all at different times with the exception of the School at Emeus taught by Mr Lazenby which mission has been caused by a push of other Bureau business. I have every reason
