Counties of Alleghany Balt & Rockbridge
Lexington Va. March 31st 1868.

Genl O. Brown
Asst. Commr.

General:
In compliance with circular No 17 Bureau RF.& A Lands Hdqr's Asst. Comr. dated Richmond Dec 20th 1867 I have the honor to report that I have frequently visited and inspected the school for Freedmen in this town (the only one in my division) It has on an average 125 scholars daily, and they are progressing rapidly some being in the higest branch of a common English education. Ages vary from 5 years old to thirty. All seem studious & well behaved and are evidently progressing under the excellent care of Miss Gibbs and Ms Shaw the two efficient white teachers.

I am General,
Very Respectfully
Your ob't servant
Douglas Frazar
