General
In compliance with Circular No 17 Bureau R.F. & A Lands H'd q'rs Asst. Commr dated Richmond Va Dec 20th 1867 I have the honor to report that I have frequently visited and inspected the school for Freedmen in this town (the only one in my Division) It has on an average 125 scholars daily, and they are progressing rapidly, some being in the highest branches of a common school English education. Their ages vary from five years old to thirty All seem studious and well behaved and are evidently progressing under the excellent tuition of Miss Gibbs and Mrs Shaw the two efficient white teachers.
I am General
Very Respectfully
Your ob't servant
