I have the honor to report myself on duty in the Bureau of Refugees Freedmen and Abandoned Lands, having relieved Mr Wm H. Willey on the 30th inst. Special Order No 5 dated Hd Qrs. Eastern District of North Carolina New Berne NC  Jan 26th 1866.

As yet I have had nothing of very much importance to attend to but I have to inform you that in my belief gained from confidential evidence and observation that the business of this Sub. Dist. has not been properly attended to, for some reason, I can not say what [[strikethrough]] but [[/strikethrough]] but think it was either because the late Agent of this place was afraid to do his duty on account of the Whites, or else he wished to have the Teachers removed from the school, for what reason I have not fully concluded. The reason why I think he wished to have the Teachers removed was that he complied with a request
