Desires to inform the asst. Comm more definitely concerning the affair at Morehead City- referred to in the telegram from the mayor and Gov. Worth Capt. Dillon Asst. Supt. informs him that the colored man is in the employ of Bvt. Maj. Chandler C.S. and that he was arrested by the military at request of the mayor.

Instead of there being 50 negroes armed, there can be only found 2 or 3 with arms in their possession The Mayor admitted that he could not admit negro testimony in his court - therefore he was informed that he could not try the case. Thinks that Capt. Dillon has acted strictly in accordance with his orders.

Respectfully returned to Capt. F.A. Seely, who will [[strikethrough]] furnish [[/strikethrough]] give the information contained within, with the endorsement of the asst. Supt. at Morehead City referring to the case in an official manner, so that I may refer them to the Governor of N.C. as well as to the Dept. Comdr.

I am glad to receive the information contained within, and only return it that it may more effectually be used to refute the slanders against the Bureau.
