Dear Sir I desire to briefly inform you mere dificutely concernig the affair at Morehead City referred and in the telegram of llaya lluckdock to lur wath[[?]]. A memorandeum from Capt'Willa asst dept informs me that the chored man is in the employ of [[?]] Chandler CS that he was assisted by military at the request of the mayor.that so far from them being 50 negroes armed only [[?]] rand be [[?]] arms in this [[?]]. That the Mayor admitted that he could not receive negro testimony in his camp. Where upon he was informed that he could not try the case. So far as I can [[?]] Capt. [[?]] has acted strictly in accordance with orders. Possibly as a citizen in military [[?]] he is liable before as ordinary military tribunat articles of war art go [[?]] , being ameanable with and the Bureaus [[?]] and civil authority. otherwise Capt.
