States that a complaint has been made to him against Edmund Whitford formerly Major of the 67 "N.C. Troops, for taking unlawfully the horse of James Moore (colored) about the 3" year of the war. Commissioner Raleigh NC Mar 21" 1866 Respectfully returned to Capt F A Seely Supt. &c A man has the right to his property if stolen from him. But probably in this case, it cannot be found. Unless the civil courts will render judgement for the value of the lost animal, there seems no way in which to secure justice to the freedman.
