as his quarters. Up stairs there are said to be six (6) rooms which I think are occupied by Stewards & other employees of the Medical Dept. Dr Rush claims that he took the quarters in order to be near his stores finding the guards worthless.

Mr. Whitford claims that under the Order from the Bureau he is entitled to take the building since it has been under our control.
 
My idea is that it is turned over to us as a mircuraption of Gen Order 110, and that as long as it is required for legitimate military purposes, it should have been retained in the QM Dept. I certainly do not feel any authority to order Dr. Rush out of it- as it was clearly turned over to me with the understanding that he was to retain it. I promised Col Whitford I would ask advice about it from you. He has made us very little trouble and I would like if possible to oblige him.
