Newbern, N.C., April 13th, 1866.

Mr J.B. Perkins has handed me a list of 48 colored persons for whom he desires transportation to Duckport La. and shows an endorsement of yours that is give transportation you need a certificate from myself that they are dependents. From the best information I can get I believe 35 of them are of that class and would recommend that transportation is furnished for that number. Perhaps all may not go. and it would be better to send me  blank order or permission to use the [[?]] furnished me for Gen. Stevenson.
