I would add concerning the claim of Robert Castix that while there appears no doubt of his being the natural son, evidence is wanting of the intention of his father to provide for him. Still if it were in the power of the Bureau I would recommend that he have some portion of the Estate.  

Hannah Castix is a respectable woman who is educating herself for a teacher. Her case is one which appeals emphatically to the sympathies of every friend of her race.

It will be observed that Mr Pipkin applies for but a portion of the entire estate. So it has not been strictly abandoned & the remainder has never been more than nominally under control of
