A few weeks since I bought a Mule from a colored man by the name of Yates for the sum of ($45) forty five dollars took a receipt for the money and also the Bill of Sale of the Mule given by the Quarter Master at Moorehead N.C.

A few days ago the Mule was seized by a police man as stolen property and the case returned to Justice Kelly who decided that my title was worthless and the Mule was turned over to the claimant a Mr Speurs I immediately appealed to Col Wheeler commander of the post He ordered Mr Speurs to give a bond of ($100) one hundred dollars to purchase the Mule any time before the first of March next provided the decision he reversed by legal authority yesterday I procured testimony to prove that the Bill of Sale was genuine and that it was given as a Title by the Q.M at Morehead N.C. of this identical Mule and that it honestly belonged to the aforesaid Yates at the time he sold it to me After procuring this evidence Col Wheeler decided that the case was within your jurisdiction and could be settled by no other authority 
I now respectfully request that you give the case your immediate attention and make a decision according to law and the evidence produced.
