The object originally of the organization of the police force was for the preservation of order at places where there were troops. The police are under existing orders subjected only to the authority of the commanding officer nearest to the District Commanders were the commanders of the police. Post Commanders will now have authority in the vicinity of their Posts. The Police are not subject to the orders of officers of the Freedmen's Bureau.
The officers of the Bureau should in all cases where force is necessary apply to the Commander of the Post nearest where the duty is to be done for the necessary assistance. All confinements by military authority including that where in accordance with their powers by officers of the Bureau should be guards at the different Military Posts. Commanders of Posts and officers of the Bureau have no authority with respect to the civil control of the county jail. The question of the payment of jail fees is governed by the civil laws of the State and is no concern of the Military authorities all Military

prisoners should be kept as such and should not be turned over to the custody of the sheriffs men if the latter are willing to receive them unless an order to that effect should be given by Dept commander or Superior Authority
