Bureau R.F.& A.L.
Raleigh March, 21, 1866

Capt. F. A. Seely A.Q.M.

Capt.

Please purchase and forward to Geo. O. Glavis Asst Supt at Goldsboro, two hundred bushels (200) cotton seed to be used on the Bureau farm at that place.
Please also direct Capt Goslin to send a company of people say 20 or 30 families from Roanoke to Goldsboro - and see that they do not stop in New Berne to get Small pox. Mr. Glavis says he can find good places for them.
I fear your order shuting up schools will create a panic, & do more harm than good. I would have them opened again at the earliest possible moment.
Respectfully
E. Whittlesey
Asst Comsr
